learning that chevron 'has' obtained those permits. kron 4's dan kerman joins us now.with details. dan - that rebuilding plan generated quite a bit of controversy? >> reporter: it did catherine. it was all about the type of pipe that would be used to replace the one that ruptured. the concern here is what would be best to prevent corosion which is believed to be the cause of august's pipe failure. chevron proposed using a 9- percent chromium steel pipe. but the chemical safety board questioned why they were not using stainless steel with 18% chromium..which they believed was the industry standard. the city hired outside experts who ultimately concluded 9 chrome provides an "inherently safer design" with that the city of richmond went ahead and issued permits for the repair of crude unit 4. the chemical safety board said "we will not endorse or object to that decision" city councilman tom butt said he believes chevron "covered all their bases" and says ultimately no pipe will last forever which is why they must be "rigorously inspected on a regular basis." and catherine chevron says it

to happen >> tonight kron-4 has live team coverage on the storm aftermath. but first -- let's get >> to terisa estacio... she's live in lafayette -- where a giant sinkhole is >> all day long a small army running back hoes, excavators and dump trucks worked at a feverish pace attempting to clear up this sink hole and expose an 8 foot storm pipe. city officials say the big pipe was designed to safely transport a massive amount of water underneath this road steering rain water away from homes but somehow it failed. on sunday morning, the road caved in - the crater is now huge, 80 feet long, 30 wide and 18 feet deep. the failure is under investigation, but in the meantime, the race is on to figure out how to put in another drainage system. city officials say if there is not a temporary fix put in before the next storm hits ... it could be disasterous out here. also in the east bay... the amount we are expecting the rains to come back on tuesday. with a heavy rainfall on wednesday. the goal is to get down to this storm pipe by this time tomorrow as we can assess the situation. if

(male announcer) live from the kron 4 news station, this is the kron 4 news. oakland city leaders, battling a big jump in a crime. today -- they're laying out new strategies. all this, as the city's police department faces record-low staffing levels. and previous plans to stop the violence this year -- have seemingly failed. now for a look at the most recent crime statistics out of oakland. 119 murders this year -- that's up 21-percent from the same period last year. 210 rapes -- up 23-percent. nearly 4-thousand robberies -- a 23-percent increase. and more than 12-thousand burglaries -- a jump of 44- precent. >> reporter: there 2012 policies did not work. the is what they've been saying, so the want to do two things, there were to contract out public safety experts that ephod crime in the los angeles, detroit, what advice to take and what approach to take. second, there would to neighborhood policing with five different areas. two of them in the east oakland area with captions on each one with crime-fighting specializing in their area. >> we have to do something. what we did last
